Four significant construction projects are currently underway in Cleveland’s Cudell and West Boulevard neighborhoods, marking a period of notable development in areas that have previously been relatively quiet. These initiatives include new residential buildings nearing completion, a renovated community campus, and a replacement school facility.

Among the projects, Cleveland West Veterans Housing is approaching structural completion at the corner of Neville Avenue and West 73rd Street in the West Boulevard neighborhood. This $21.6 million development by local nonprofit CHN Housing Partners is designed as a 62-unit affordable apartment building exclusively for veterans. The project aims to address issues of long-term homelessness and provide accommodations for residents with mental or physical disabilities. Cleveland-based architecture firm Hiti, DiFrancesco and Siebold (HD+S) designed the building, and Ozanne Construction, also from Cleveland, is the general contractor.

Directly west of the Greater Cleveland Regional Transit Authority’s (GCRTA) West Blvd-Cudell rapid transit station, construction has topped out at Depot on Detroit. This $20 million transit-oriented development (TOD) by Indianapolis-based Flaherty & Collins Development LLC replaces a vacant GCRTA-owned parking lot at 10300 Detroit Ave. in Cudell. The building will add 60 affordable, transit-oriented apartments for households earning between 30 to 60 percent of the Area Median Income (AMI). Tenants will also receive transit passes, with the adjacent station served by GCRTA’s heavy-rail Red Line, the 24-hour No. 26 bus route, and the crosstown No. 18 bus route. City Architecture, based in Cleveland, designed the project, and John G. Johnson Construction, also of Cleveland, is the general contractor.

Further west, Marous Brothers Construction has been working for over a year on a $6.8 million renovation of the former Cleveland Christian Home at 11401 Lorain Ave. This facility was rebranded as the HOPE Campus (Healing, Opportunities, Partnership, and Empowerment) after its acquisition by The Centers for Families and Children (The Centers) in 2022. A new parking lot appears to be under construction on the south side of Lorain Avenue to support the campus.

Meanwhile, the Cleveland Metropolitan School District (CMSD) is replacing its former Marion C. Seltzer Elementary School with a new PreK-8 school. The old school building, located beside Cudell Commons at 1468 W. 98th St., was demolished in 2025. The new 64,000-square-foot, three-story school facility is considered a transit-oriented development due to its proximity to frequent transit routes, offering robust transportation options for faculty and staff. Greenspace Construction Services, LLC of Warrensville Heights is building the school, with construction expected to conclude before the end of 2027.
